The device has a material or fluid suction tube fixed to a cable (26) and connected to a ground at terrestrial stakes in a drill head or in an aquatic environment in order to ensure anchoring of the cable on the ground or in the aquatic environment. A primary damping system (27) and a secondary damping system (31) dampen the stress (25) in the cables and dampen return of shock absorbers. The primary damping system is placed around a central rod (28) between a cover of the device and an attachment system of the cable.
