Composition comprises (a) matrix comprising at least one hydrophobic polymer, (b) an active substance, intended to be released during exposure to ionizing rays, and (c) optionally at least an additive, and an additive intended to increase the radiosensitivity of the system. Independent claims are included for: (1) preparing a composition comprising: preparing a solution by introducing the hydrophobic polymer in one or a mixture of solvent; adding the component (b), and optionally the component (c) in the solution; and eliminating active substances from the solvent; (2) exposing an aqueous solution comprising the composition to ionizing radiation and releasing the component (b) in the surrounding medium; and (3) a medical device for delivering the component (b) comprising the composition.
