The device has a jack (22) comprising a cylinder (24) in which a sliding piston (30) is mounted. The piston separates two chambers (26, 28) that are connected to a supply unit that is utilized for supplying pressurized fluid i.e. oil. A rod (32) is arranged interdependent of the piston, and is intended to be connected to a mobile unit. A flow reduction unit (52) is mounted in a drain pipe (54) to limit the flow of the fluid leaving the chambers under the effect of displacement of the piston in the event of interruption of the supply of fluid under pressure.
