PROBLEM TO BE SOLVED: To provide a catalyst for manufacturing flame-retardant rigid polyurethane foam having high activity, a composition for manufacturing the flame-retardant rigid polyurethane foam using the same, and the flame-retardant rigid polyurethane foam obtained by using the same.;SOLUTION: A flame-retardant rigid polyurethane foam having an oxygen index of 32% or more is obtained by reacting a catalyst for manufacturing the flame-retardant rigid polyurethane foam containing a rubidium salt, a composition for manufacturing the flame-retardant rigid polyurethane foam containing polyol (A), a foaming agent (B), a foam stabilizer (C) and flame retardant (D), and polyisocyanate with an isocyanate index of 300 or more.;COPYRIGHT: (C)2014,JPO&INPIT
