PROBLEM TO BE SOLVED: To provide a step type water turbine power generating facility using an open peripheral flow water turbine showing an advantage of a dam type hydraulic power generation system capable of attaining a high hydraulic pressure and another advantage of a free flowing type power generation system not requiring construction of large-sized facilities.SOLUTION: This invention comprises a bank having two water channel walls arranged along a river flowing direction, an ascending inclined surface smoothly inclined from a river bottom side toward a water surface and a descending inclined surface inclined from a top point of the ascending inclined surface toward a river bottom part; a water turbine arranged at the descending inclined surface of the bank with an outer ring of the water turbine being adjacent to it; and a power generator for generating electricity in response to a rotational speed of the water turbine, and the descending inclined surface is similar to the outer ring of the water turbine and the bank is arranged in a continuous manner from one wall of the water channel walls to the other wall while the bank stops water in the river.
