PROBLEM TO BE SOLVED: To solve the problem in which, when determining a video scene having many related comments as a notable scene in the moving image content and adding a tag to only the notable scene, an individual person is not allowed to know whether information desired to be browsed by the person is included in the video scene having few comments until the person actually browses the scene.;SOLUTION: The sufficient number of summary tags for grasping the content of moving image content are output and added to the moving image content.
