PROBLEM TO BE SOLVED: To provide a method of manufacturing an electrolyte membrane with a support base material capable of manufacturing a high-quality electrolyte membrane with a support base material and improving productivity of the electrolyte membrane with the support base material, and a device for manufacturing the same.SOLUTION: A method of manufacturing an electrolyte membrane with a support base material includes in order: a preparation step (preparation means 1) of preparing a laminate S1 including a support base material S on at least one surface of an electrolyte membrane E; a thermal compression step (thermal compression means 2) of thermally compressing at least a part of an outer edge of the support base material S and the electrolyte membrane E; a cut step (cut means 3) of forming a cut C1 in the support base material S for dividing the support base material into a first portion S1 including at least a part of the outer edge of the support base material S and a second portion S2 excluding the first portion S1; and a removal step of removing the second portion S2 by means of an adhesive member 4.
