PROBLEM TO BE SOLVED: To provide an incident management operation system which can generate failure determination conditions for determining the same failure by using information about failure having occurred and information about a log storage place, and register a failure case.SOLUTION: In the incident management operation system, on the basis of input failure information, an incident management system 10 verifies failure determination conditions in a failure case information table 41 to determine whether a corresponding failure case exists, if a determination result indicates that the corresponding failure case exists, stores the input failure information and the corresponding failure case information in an incident information table 31, and if the determination result indicates that the corresponding failure case does not exist, transmits the input failure information to a case intensification system 20. The case intensification system 20 generates failure determination conditions on the basis of the failure information received from the incident management system 10, and stores the generated failure determination conditions in the failure case information table 41.
