PROBLEM TO BE SOLVED: To provide a planning unit, a planning system, a planning method and a planning program capable of achieving a power reduction target with high accuracy.SOLUTION: A planning unit includes an acquisition unit which acquires the forecast value and measured value of outdoor temperature for each of a plurality of areas in the object area of reducing power consumption, a calculation unit for calculating the forecast error of the outdoor temperature based the difference of the forecast value and measured value of outdoor temperature, and a determination unit for determining the reduction target amount of power consumption of each of a plurality of areas, so that the dispersion of the reduction amount of power consumption of each of a plurality of areas, calculated based on the normal distribution of the forecast error of the outdoor temperature, is reduced.
