PROBLEM TO BE SOLVED: To provide a sales increase effect evaluation device, a sales increase effect evaluation method, a sales increase effect evaluation program and a recording medium where the sales increase effect evaluation program is recorded, capable of quantitatively evaluating effect of sales increase of products, taking account of needs and seeds.;SOLUTION: The sales increase effect evaluation device includes a control unit 11. The control unit 11 has: factor value normalization means 12; sales increase effect index value calculation means 13; and priority ordering means 14. Normalization processing is performed on needs factor values and seeds factor values for each product by the factor value normalization means 12. A sales increase effect index value is quantitatively calculated for each product by the sales increase effect index value calculation means 13.
