PROBLEM TO BE SOLVED: To accomplish more realistic threshold determination, even when the plausibility of virtual sensor data and/or threshold determination varies, by assessing the plausibility of the virtual sensor data and/or the threshold determination.;SOLUTION: A virtual sensor data composing apparatus 100 comprises: an observed value statistical processing function unit 108 that calculates a representative value of observed values obtained by a plurality of observation devices; a meta-data statistical processing function unit 107 that calculates a representative value, regarding observation conditions in the plurality of observation devices and calculates fluctuations of the observation conditions from the representative value or the deviation of the representative value from a prescribed value; and a reliability assigning function unit 110 that calculates, on the basis of the fluctuations or the deviation, the reliability of the representative value regarding the observed values obtained by the plurality of observation devices.;COPYRIGHT: (C)2013,JPO&INPIT
