PROBLEM TO BE SOLVED: To provide an entropy encoding apparatus and an entropy encoding method that reduce the processing load of a decoding process on an entropy decoding apparatus while maintaining a high data compression rate.;SOLUTION: A fixed length encoding section 4 is provided to apply fixed length encoding to a series of encoded binary symbols output from an encoded bin output section 3 by reference to a V2F table corresponding to an occurrence probability of a dominant symbol indicated by probability information output from a probability state output section 2, and outputs the encoding result as a fixed length code.;COPYRIGHT: (C)2012,JPO&INPIT
