PROBLEM TO BE SOLVED: To provide a technique by which a reinforcement concrete beam or column with openings can be designed more easily and precisely than in the conventional one.;SOLUTION: In a design method for a reinforcement concrete beam or column including main reinforcements, reinforcing bars orthogonal to the main reinforcements, and circular or rectangular openings, a shear reliability strength is calculated on the basis of a diameter of the opening if it is circular or a diameter of a circumcircle of the opening if it is rectangular, a covering depth of the opening, a distance between an intersection of a virtual straight line passing through the center of the circular opening or the center of the circumcircle and orthogonal to the main reinforcement and the main reinforcement and an intersection of the virtual straight line and the circular opening or the circumcircle, and a distance between the intersection of the virtual straight line and the main reinforcement and an intersection of a reinforcing bar arranged most apart from the intersection of the virtual straight line and the main reinforcement and the main reinforcement.
