PROBLEM TO BE SOLVED: To convert Japanese kanji characters into Hangul characters which correspond to Japanese pronunciations and also consist of the appropriate number of Hangul characters, in considering whether reading (Japanese syllabaries) of the kanji characters is phonetic reading or Japanese reading.SOLUTION: A kanji reading determination processing unit 112 determines whether translation target kanji characters associated with Japanese syllabaries are to be read in phonetic reading or Japanese reading, by referring to a single kanji dictionary on the basis of the Japanese syllabaries of the respective kanji characters from the head. Conversion means converts one kanji character which is determined to be read in phonetic reading into one Hangul character by referring to a Hangul dictionary for phonetic reading 107. The conversion means converts one kanji character which is determined to be read in Japanese reading into one or more Hangul characters by referring to a Hangul dictionary for Japanese reading 108 for each Japanese syllabary (each one pronunciation) in the Japanese reading.
