PROBLEM TO BE SOLVED: To provide a space debris burning-up device, a space debris burning-up system and a space debris burning-up method, capable of burning up space debris in the earth's atmosphere and reducing the number of the space debris.;SOLUTION: The space debris burning-up method comprises the following three steps. In a step (1), an electron beam generation device 101 of an artificial earth satellite 210 radiates an electron beam 293 toward the space debris 290 and the space debris 290 receives the electron beam 293 to be negatively charged. In a step (2), an electric field generation device 102 of the artificial earth satellite 210 generates a negative electric field 294 toward the earth 291, whereby the space debris 290 receives electrostatic force from the negative electric field 294, changes an orbital by virtue of an electrostatic repulsive operation and is moved toward the earth 291.
