PROBLEM TO BE SOLVED: To specify a point group included in a target feature based on the point group obtained as a result of a laser survey as well as a designated piece of a camera image, and to detect a position and a size of the feature from the specified point group.SOLUTION: The present invention comprises: a camera image data storage section (31) which stores an image of a periphery of a target feature; a point group data storage section (32) which stores a laser survey result of the periphery of the target feature as a point group; an image drawing section (21) which displays the image of the periphery of the target feature on a monitor; a point designation section (12) which designates at least one point included in a range of the target feature from the image of the periphery of the target feature; and a feature detection processing sections (22 to 25) which detect a position and a size of the range of the feature by deciding the range of the feature on the image based on at least the one designated point, selecting the point group included in the decided range from the point group storage section and separating the point group corresponding to the feature through grouping the point groups having distances therebetween equal to or less than a certain value.
