PROBLEM TO BE SOLVED: To provide a humidity estimation device, a humidity estimation method, and a program which can estimate the humidity at each portion of a measurement object without a hygrometer installed and regardless of a material of the measurement object.;SOLUTION: A humidity estimation device includes a microwave irradiation device 1 which irradiates a measurement object TG with a microwave MW1 so as to heat it. Each of infrared image data before and after heating is obtained by using a far-infrared camera 2, so that a difference is detected by a controller 3.
