PROBLEM TO BE SOLVED: To transmit an SMS message reliably while specifying the time to some extent in congestion, or the like.;SOLUTION: If an SMS message can be transmitted at the time of request-to-send, it is transmitted at that time. Meanwhile, if an SMS message cannot be transmitted at the time of request-to-send, the request-to-send source device is notified of the idle time information about the capable of transmitting time zone. If transmission is requested while specifying a transmission time within the time corresponding to the idle time information thus notified, the SMS message is transmitted at the time thus requested. When controlling in such a manner, the SMS message can be transmitted reliably in congestion, or the like, while specifying the time to some extent.
