PROBLEM TO BE SOLVED: To provide a method and a device for preventing a global warming for preventing the global warming by utilizing ocean deep layer.;SOLUTION: Ocean deep water is moved to a surface layer section by using a water-passing pipe forming the inflow port side in an approximately horizontal shape and being moored in the sea by an upward curving towards a discharge opening, and the temperature of sea water on the surface layer section is lowered by mixing ocean deep water as a cold heat source and sea water on the surface layer section. Consequently, an atmospheric temperature on the sea-water surface of the surface layer section is lowered. A warming in a global scale is obstructed effectively by controlling an ocean temperature occupying 70% or more of a global surface.;COPYRIGHT: (C)2009,JPO&INPIT
