PROBLEM TO BE SOLVED: To provide a disaster situation decision device capable of quickly and accurately determining a disaster situation in a specified area in case of occurrence of disaster by using a mobile unit such as a mobile phone.;SOLUTION: The disaster situation decision device determines the situation of a user having a mobile unit based on mobile unit information about the mobile unit. It includes a subscriber profile holding part 301, subscriber location information holding part 303, and disaster area subscriber profile transmitting part 304 which determine whether a mobile unit has moved after disaster occurrence based on the movement information about movement of a mobile unit positioned in the disaster occurrence area.
