PPROBLEM TO BE SOLVED: To economically provide a special number service in which a communicator provided in the existing subscriber telephone network is intervened to perform call connection to the terminal of a request destination in an IP network. PSOLUTION: A function element dependent upon the special number service is arranged in a media gateway controller (MGC), an application server (AS) and a special number node, and no function element dependent upon the special number service is arranged in many media gateways (MG) that are installed. Media exchange between a user terminal and the terminal of a request destination is a "media non-termination system" in which no termination coupling is performed inside the special number node.
