PROBLEM TO BE SOLVED: To provide a hydrophilic member having a hydrophilic film of sufficient hydrophilicity excellent in water-proofness, an antifouling property and flaw resistance, and a fin material, in particular, an aluminum fin material for a heat exchanger.;SOLUTION: This hydrophilic member is provided with the hydrophilic film formed, on a base material, of a hydrophilic composition containing (A-1) a hydrophilic polymer having at least one hydrolyzable alkoxysilyl group in a polymer side chain, and (B) a metal complex catalyst, and a swelling degree of the hydrophilic film is 1.5 times or less.;COPYRIGHT: (C)2010,JPO&INPIT
