PROBLEM TO BE SOLVED: To provide a charge contract notification device, a charge contract notification system and a program which notify another charge contract of which an electricity charge is cheaper than the one of the actual charge contract, based on a research according to an use state of each device using an electrical power.SOLUTION: A server device receives and stores information on time zones of power usage and an electric power consumption of each of devices, which is transmitted from a transmission device installed at each house of contractors. The server device selects the device among a number of devices in order of decreasing power consumption, calculates an electricity charge according to a charge contract other than an actual charge contract of the contractor each time a time zone of power usage for the selected device is shifted for a certain period of time and determines if the electricity charge is cheaper than the one of the actual charge contract. When the server device determines that the electricity charge becomes cheaper than the actual charge, the server device identifies the shifted time zone of power usage as a recommendable time zone of power usage for the selected device and notifies the contractor of the recommendable time zone with the another charge contract.
