P To provide a foreign matter removing apparatus for an agricultural irrigation canal and a foreign matter removing filter for an agricultural irrigation canal each removing foreign matters mixed in irrigation water and capable of suppressing a decrease of irrigation requirement to be supplied. PSOLUTION: This foreign matter removing apparatus 10 for an agricultural irrigation canal includes passing irrigation water flowing from an inflow part 16 through a filter 22 from the inside to the outside followed by leading to an outflow part 18. As a result of this and foreign matter mixed in the irrigation water cannot pass the filter 22 and stays inside the filter 22, and only irrigation water from which foreign matter are removed can pass through the filter 22 and is led to the outflow part 18. Furthermore, even when an amount of foreign matter which is caught with the filter 22 gradually increases, and the outflow part 18 of the filter 22 is clogged up with the foreign matter and irrigation water which passes through a section which is not clogged up with the foreign matter in the filter 22 goes through a canal F and is led to the outflow part 18.
