PPROBLEM TO BE SOLVED: To select a set value of an engine, capable of showing the optimum engine output having a tradeoff relationship, while satisfying a prescribed standard in an acceleration state. PSOLUTION: This device includes: a data acquisition unit 121 for acquiring a combination of output values related to a plurality of kinds of output elements having mutually tradeoff relationship, output by being controlled and driven following a set value related to a control element of the engine 2, by changing a plurality of set values in the accelerated state for a prescribed time; an association unit 123 for associating the combination of output values with the set value; and an optimum solution selection unit 126 for selecting the optimum solution which is a combination of output values which is not superior to other combinations of output values based on a plurality of combinations of output values associated by the correlation unit 123.
