A geographical area is sectionalized into predetermined units, and advertising rights for the sectionalized area are allocated by auction, and advertisements of advertisers are registered in advance for each area. The advertisement registered in the peripheral area of a consumer is provided to the mobile device of the relevant consumer based on the information on the current location of the mobile device of the consumer. The advertiser may register the advertisement in the desired location by auction, and thus may maximize the effect of the advertisement by providing an advertisement suitable for a physical location. The auction for advertising rights is performed by cell units, dividing the surface of the earth. If an advertisement does not exist in the relevant cell, an advertisement is provided by administrative district units of an upper layer unit. One cell to be auctioned is divided into spots, and bidding can be performed for one or more spots at a time. The auction is performed by units of various figures formed by multiple spots.
