The present invention relates to the technical field of comprehensive emergency management for cities, and in particular, to a method for creating a knowledge base engine for emergency management of a sudden event and a method for querying in the knowledge base engine. In the present invention, when a knowledge base is created, relevant data is extracted from unstructured text information, useless data is filtered out, and the structure of the data is improved, so as to ensure the uniformity of the data; structural analysis is performed on text content of the extracted information, and a characteristic of the text content is extracted and stored in a characteristic library and is used as a characteristic word of the knowledge; and after automatic word segmentation is performed on the extracted information, the extracted information is classified according to an information classification standard, and a correlation between the knowledge and classified information is established. Main steps of querying in the knowledge base are classified into semantic understanding, knowledge understanding, and knowledge retrieval. The present invention effectively solves defects of the existing knowledge base in classification storage, precise query and the like, and the present invention can be used for creating the knowledge base engine for emergency management of the sudden event and querying in the knowledge base engine.
