A hardware description language is a parallel processing language, and the order in which processes are described is not critical, but a programming language is a sequential processing language, so the order in which processes are described is very significant. Therefore, when code finally described with a hardware description language is converted to code described with a programming language, the order of description must be determined in units smaller than a clock cycle, on the basis of the dependence relationships of the process. The present invention introduces the concept of a 'sub-step', which is formed by further dividing a step corresponding to a clock cycle. Regardless of the type, each node in the data flow always uses one sub-step, and a sub-step number is assigned to each node, and conversion to the programming language source code is performed in order beginning with the lowest sub-step number, thereby determining the order in which each process is described while maintaining the original dependence relationships.
