The present invention relates to a GIS-based automatic schematic diagram creation system for supporting the generation of input data of a one-dimensional water quality model and a schematic diagram creation method for the same. A schematic diagram for a water quality simulation section which must be created when generating initial input data can be automatically created through a personal computer into a GIS type of spatial data using a vector type of various GIS-based spatial data and spatial analysis techniques, during a process of simulating changes in water quality and predicting future water quality using a one-dimensional water quality model program targeting rivers such as a QUAL2E model previously developed by the United States, thereby improving the efficiency of water quality management such as total water pollution amount management or an environmental effects evaluation in which the prediction of future water quality is essential. Water quality can be simulated using a schematic diagram created by a more quantitative and systematic method than the method of using an existing paper map, thereby improving the reliability of the water quality simulation results.
