PURPOSE: An apparatus and a method for producing germinated brown rice are provided to digest useful ingredients contained in rice husks such as rice bran. CONSTITUTION: An apparatus for producing germinated brown rice comprises: an outer container(110); an inner container(150) which is rotationally mounted in the outer container and is formed in a net shape to be connected with the outer container; a rotation member(140) which rotates the inner container; a rice husk extraction water supply unit(112) which supplies rice husk extraction water into the outer container; a water supply unit(113) for supplying water to the outer container; a discharging part(114) for discharging the extraction water or water; a brown rice inlet and outlet part(111) for discharging germinated brown rice to the outside; a temperature control member(170) with water temperature controller; and an air temperature control member(120).
