The present invention relates to carbon dioxide reduction and resource recycling type asphalt concrete packing materials and has a purpose for preventing global warming by reducing green-house gas displacement by selecting resources, which generate the less carbon dioxide, and for reducing manufacturing costs such as extra expenses for processing wastes by manufacturing the asphalt concrete packing materials by recycling resources such as wastes or by-product generated in an industrial site and wasted asphalt concrete. The carbon dioxide reduction and resource recycling type asphalt concrete packing materials according to the present invention comprises ascon recycling aggregate 100 weight part processed from the wasted asphalt concrete; a carbon dioxide reduction type nonplastic inorganic composite 2.5 to 10.0 weight part including at least two materials among a steel slag powder, floating layer boiler lime, an alpha type gypsum hemihydrate powder, a calcium sulfo-aluminate (CSA) powder, lime, small lime, Portland cement; an oil painting asphalt or cut-back asphalt 0.1 to 5.5 weight part; a poly acrylate emulsion 0.12 to 10.0 weight part; and a mixing water 2.5 to 6.0 weight part. The polyacrylate emulsion includes a methyl metahcrylate monomer 60 to 100 weight part, an acrylonitrile monomer 10 to 40 weight part, a methacrylic acid monomer 10 to 50 weight part, a catalyst 0.1 to 5 weight part, an emulsifier 1 to 30 weight part, a return stabilizer 0.05 to 3 weight part, and an ammonium hydroxide 3 to 20 weight part based on a sub-acrylate monomer 100 weight part.
