The present invention relates to a fouling predicting apparatus and a fouling predicting method using the same. The fouling predicting apparatus comprises: an ultrafiltration (UF)/microfiltration (MF) membrane for filtering feed water; a spray device for aerosolizing the filtered feed water; a device for spreading and drying aerosolized colloidal particles; a differential mobility analyzer (DMA) for sorting and separating the spread and dried colloidal particles by size; a condensation particle counter (CPC) for measuring the number of the colloidal particles separated by size; a fouling index calculating device for measuring a fouling index by calculating the measured number of the colloidal particles; and a fouling judging device for measuring the possibility of fouling via the measured fouling index. Membrane fouling by nanoparticles can be predicted by separating the number concentration of nanoparticles suspended in the feed water from the number concentration of nanoparticles dissolved in the feed water, and quantifying the numbers.
