Manufacturing a composition of function-bearing base substances, comprises metering and/or mixing of the base substances, which are present in liquid form and/or are embedded in the carrier liquid. The metering and/or mixing are carried out by transporting discrete volumes of the base substances by using the electrowetting action. An independent claim is also included for a device for producing a composition of function-bearing base substances, comprising a dosing section (2A) for providing discrete volumes of a basic substance, a mixing section (3) for combining discrete volumes of base substances into a mixing volume, a separator track for separating the mixing volume into sub-volumes, an output line for providing a destination volume of the liquid composition, where at least one of these sections are adapted to transport the base substances by the electrowetting action.
