The device (18) has an electromagnetic wave transmitting and guiding assembly (24) including a coaxial waveguide (28), where a connecting cell (26) is intended to connect the assembly to an electrochemical cell (38). The electrochemical cell includes an electrolyte (40) contacting with a material i.e. electrode (20), a current collector (54), a separator (52), and a counter electrode (42). The connecting cell includes a dielectric window (44) sealed with a face (46) extending towards the coaxial waveguide, and another face (48) for contacting the material. An independent claim is also included for a method for measuring electrical properties of a conducting material.
