The device has an adequate spring system, and a pipe (C) filled with a fluid from a hydraulic pressure pump, where the fluid is urged in a booster (A) by action of jacks (B) of the booster and recovered by pressurizing the spring system. The jacks are mounted on the booster so as to obtain constant push of the fluid entering the booster. The fluid entering the booster is pressurized by nitrogen gas pockets. The pressurized fluid in the booster is supplied to a set of hydraulic circuits at constant pressure and varied flow rate.
