The device has a pivoting wing comprising center of an aerofoil and a leading edge. A wing axis support is provided with a mechanic unit for enabling the support to move transversely with respect to an axis of current. The wing is swiveled around an axis interdependent of the wing axis support. An intermediate energy storage unit accumulates the energy during transverse displacement of the wing axis support, and restores the energy to make the wing to swivel when the wing axis support arrives at an end of movement in a direction.
