The source has a storage containing phase change material, where the storage is swept either by current of foggy atmospheric air when the storage discharges stored heat or by a flow of coolant. The coolant possesses a weak rate of evaporation in zone of temperature ranging between 20-40 degree Celsius. Cartridges (2) containing a phase change material are stacked on a base plate (6) supported by veils (7). A tube (3) connects bottom of the source to atmosphere through a circulation turbine (5). Air intakes (4) allow circulation of air to outside of the cartridges when the turbine is running.
