The device (1) has a dazzling unit (3) i.e. LED, that is utilized for dazzling of an individual (2). An optotype display panel (4) is arranged for testing visual performances of the individual. The dazzling unit is arranged to emit a beam of light according to a circular cone whose half-point angle is provided at 25 degrees. A control unit i.e. computer (5), is arranged for controlling electrical supply of the LED such that luminous power emitted by the LED is controlled. The LED is directed towards the individual. An independent claim is also included for a method for testing visual performance of an individual in dazzling conditions.
