The device has a metal disk containing a torsion spring (1), which is hung at an end on an external shell and at another end on a pinion of the metal disk. The torsion spring includes a blade in contact with a wheel (5) such that retrieval of same energy in the torsion spring is enabled to restart the same wheel. An internal pinion of the metal disk is provided with gear teeth that are blocked in rotation in rotation direction by a pawl (4). The pawl does not block the rotation of the metal disk pinion when the metal disk is moved.
