PROBLEM TO BE SOLVED: To provide a social infrastructure control system capable of flexibly handling plural indexes and capable of reliably achieving a target.;SOLUTION: The social infrastructure control system for controlling a social infrastructure includes a prediction section, a creation section and a selection section. The prediction section predicts the demand for energy in the social infrastructure. The creation section creates operation plans of the social infrastructure for achieving the targets for each of plural targets which are set on the basis of different indexes based on the predicted demand.
