PROBLEM TO BE SOLVED: To provide an address database construction device, an address database construction system, and an address database construction method capable of updating an address database properly.;SOLUTION: A first acquisition unit acquires input information entered in a terminal device used by a first operator. A second acquisition unit acquires information similar to the input information acquired by the first acquisition unit as database acquisition information from a storage unit storing a database. A determination unit determines whether the input information is registered in the database. A transmission control unit transmits the database acquisition information to the terminal device when the determination unit determines that the input information is not registered in the database.
