The forest value evaluation means 110 comprises: an afforestation pattern value evaluation part 111 for calculating an evaluation value of commercial values including aesthetic, tourism, and advertisement values of afforestation patterns offered by investors; a growth and maintenance cost evaluation part 113 for calculating an evaluation value of forest growth and maintenance costs; a CO2 absorption amount value evaluation part 112 for estimating carbon fixation amounts of the forest to calculate an evaluation value of CO2 absorption amounts of an afforestation pattern; and a disaster prevention and environmental protection value evaluation part 114 for quantifying a disaster-preventing and environmental protection value of the forest offered by experts as an evaluation value. Actual forest maintenance and growth conditions are disclosed on the investors' terminals by forest observation means.
