PROBLEM TO BE SOLVED: To suppress energy consumption while maintaining comfort desired by a user without the necessity for the user to intensively operate electrical equipment.SOLUTION: Calendar schedule data 106 include contents of a schedule and timing to start and end implementation of the schedule. Interlock control rule data 107 include equipment subjected to control corresponding to the contents of the schedule, contents of control to the control target equipment, and timing represented by a relative time with the start or end timing of the schedule as a reference. An equipment schedule setting section 116 sets the control target equipment, the control contents and the control time in accordance with the schedule on the basis of the calendar schedule data 106 and the interlock control rule data 107 which are associated by the contents of the schedule. An equipment control section 118 operates the control target equipment on the basis of the setting by the equipment schedule setting section 116.
