PROBLEM TO BE SOLVED: To provide a titanium blank for hot rolling which can satisfactorily maintain its surface properties after hot rolling even if the blooming process or the fine arrangement process is omitted, and to provide a method for manufacturing the same.SOLUTION: The present invention is an industrial pure titanium ingot in which the surface layer of a face as the rolling face of the ingot is molten and resolidified, the Fe concentration in a depth of 2 mm of the molten/resolidified layer is 0.03 mass% or more and less than 0.1 mass%, and a depth of the molten/resolidified layer on the surface layer is 2 mm or more from the surface layer of a face as the rolling face of the ingot. The industrial pure titanium ingot is preferably melt-produced by melting with electron beams. Further, the surface layer is preferably molten by one or combination of two or more selected from electron beam heating, arc heating, induction heating, plasma heating, and laser heating. In addition, a molten zone is preferably in a vacuum or in an inert gas atmosphere.
