PROBLEM TO BE SOLVED: To closely monitor network quality without adding a new function to a transfer device.;SOLUTION: A route information DB stores route information on a packet on a network per tenant providing a service using the network which transfers a packet. A dynamic filter control unit controls a transfer device included in the network to extract a packet of a prescribed tenant among packets transferred by the transfer device referring to the route information. A flow information collection unit collects flow information generated from a packet of the prescribed tenant extracted at the transfer device by control of the dynamic filter control unit. A quality deterioration detection unit detects the deterioration of communication quality at the prescribed tenant on the basis of the head information of a packet included in the flow information collected by the flow information collection unit.;COPYRIGHT: (C)2013,JPO&INPIT
