A pantograph bounce generation determination section 7g determines presence/absence of pantograph bounce generation by comparing an actual local abrasion shape of the contact strip with the limit abrasion shape. When the actual local abrasion shape of the contact strip exceeds the limit abrasion shape, the pantograph bounce generation determination section 7g determines that a risk of pantograph bounce generation is high.
