Cosmetic composition comprises at least one organic silicon compound comprising silanes containing a silicon atom and siloxanes comprising two or three silicon atoms, where the organic silicon compounds further comprises at least one basic chemical functions and one or more hydroxyl groups or hydrolyzable group per molecule, and the silanes are organosilane compound (I), one or more cationic surfactants, and one or more organic acids, in a medium. Cosmetic composition comprises at least one organic silicon compound comprising silanes containing a silicon atom and siloxanes comprising two or three silicon atoms, where the organic silicon compounds further comprises at least one basic chemical functions and one or more hydroxyl groups or hydrolysable group per molecule, and the silanes are organosilane compound of formula ((R1)(R2)N-R3-Si(R4)(R5)(R6)) (I), one or more cationic surfactants, and one or more organic acids, in a medium.
