PROBLEM TO BE SOLVED: To reduce load on a calculator and communication by reducing procedures of update processing for an IC card.;SOLUTION: The IC card update device comprises: a data generation unit for generating IC card update data; a transmission/reception unit for transmitting the IC card update data generated by the data generation unit to an IC card together with a command and receiving a response from the IC card; and a data determination unit for referring to the response from the IC card received by the transmission/reception unit and, when there is existing data in the IC card, determining whether the existing data is an object file which refers to authentication data. When it is determined that the existing data is an object file by the data determination unit, the transmission/reception unit transmits a command for overwriting the IC card update data into a predetermined area stored in the existing data, to the IC card.;COPYRIGHT: (C)2015,JPO&INPIT
