The present invention relates to a cement solidification formulation and a solidification method used for high-concentration boron-containing radioactive waste resin in a nuclear power plant. A solidification formulation comprising cement, lime, water, a solidification aid, and an additive. (1) Weighing the raw material and high-concentration boron-containing radioactive waste resin, first adding lime to the solidification container, (2) adding high-concentration boron-containing radioactive waste resin, (3) Other raw materials while stirring (4) Solidification method including adding cement, adding water according to the dry and wet state of the cement slurry, stirring until uniform, and (5) curing after standing uniformly. The solidification formulation has a high solidification confinement rate, high strength of the solidified body, good water resistance, strong freeze-thaw resistance, and low radioactive leaching rate.
