The present invention relates to a method for primary regulation of a hydroelectric power plant, comprising a dual regulating turbine, at least one first actuator and at least one second actuator to achieve a target value of the network frequency. Thus, the first and second actuators are reconfigured according to the actual value of the network frequency of the electrical network that receives the generated power to affect the turbine output. The invention is characterized in that the first actuating device operates only in predetermined operating steps and that the adjustment of the network frequency to the target value is performed by resetting the second actuating device.
